There's no fixed number of years — what matters is real evidence such as setting-out records or site measurements showing layout work you've done, job cards, work orders or photos of flooring systems you've installed, and records of wall frame and ceiling framing work. Assessors use this evidence to match what you've actually done on site against each unit of the qualification.
Yes, a Certificate III in Carpentry issued through RPL is the exact same nationally recognised qualification as one earned through a full-time apprenticeship, with the same units of competency on the certificate. It's issued by the ASQA-registered RTO that assesses your evidence, not by ATSR, which guides you through the RPL pathway.
