Yes, it's the exact same AQF-registered CPC50220 qualification, issued by an ASQA-registered RTO regardless of which pathway you took to get there. RPL is simply a different route to the identical credential, not a lesser or alternative version of it.
The CPC50220 is the qualification most state and territory building authorities recognise as the education requirement for builder registration or licensing. You'll still need to meet each regulator's separate licensing requirements, such as experience and application processes, on top of holding the qualification.
